    Two names spring to mind: bbPress (http://bbpress.org/), developed by Matt Mullenweg of WordPress fame, or PunBB (http://www.punbb.org/).

    While bbPress is still very much in development, the nightlies are very usable (WP support forums reportedly run on it); you’ll need to come up with a design yourself, though, since there are no default templates yet that I’m aware of.

    PunBB is quite solid and active, but does not come with RSS support as default. There is however at least one mod for it: http://www.alexking.org/blog/2005/03/05/rss-mod-for-punbb/

    Both are GPL, if I recall correctly.
